started her journey in healthcare working as a nursing assistant, quickly discovering her passion for patient care. Her early exposure to the healthcare environment laid the foundation for a lifelong commitment to excellence in nursing and leadership. Driven by both ambition and a desire to serve, Angela was one of the very first females to be accepted into the United States Army Quartermaster School at Fort Dix, New Jersey. She graduated with highest commendations, further shaping her discipline, resilience, and leadership capabilities. Initially pursuing interests in business and marketing, Angela ultimately followed her calling to nursing, earning her BSN and MBA. This dual foundation uniquely positioned her to bridge clinical excellence with business strategy, a hallmark of her career. Angela has worked with premier healthcare organizations across the nation, holding leadership roles that include Director of Nursing (DON), Regional and Divisional Consultant, Vice President, Chief Nursing Officer (CNO), Chief Executive Officer (CEO),Chief Financial Officer (CFO), and Chief Operating Officer (COO).Angela has been the owner and CEO of Starr Consulting since 1997.  She has extensive experience in post-acute care and has led operations across a multitude of senior living organizations to include, long-term care facilities, assisted living, rehabilitation centers, and specialty care settings. Her leadership has consistently driven improved patient outcomes, regulatory compliance, and financial performance. Angela has consulted for over 150 physician practices across 28 states and has worked with more than 75  senior care facilities in multiple states at one time. She is a major supporter of evidence-based nursing.

She is highly regarded for her ability to quickly assess operational challenges and implement effective, sustainable solutions. She has provided legal nurse consulting services to attorneys nationwide, offering expert analysis and support in complex litigation. Her work spans both plaintiff and defense cases, with a particular focus on wrongful death, nursing home abuse, and high-risk medical-legal cases. Angela is a former state and federally trained surveyor specialist, bringing deep regulatory knowledge and insight into compliance and risk management. She is also a Certified Private Investigator, adding an additional layer of expertise to her work in legal and investigative services. Her areas of expertise include facility turnarounds, regulatory compliance, infection control, clinical and operational restructuring, financial performance improvement, acquisitions and start-ups, and strategic leadership. Angela

declares her greatest life blessings as her son, David Bond, and his wife April; her granddaughters Chloee (Sept 4, 2005–June 3, 2025), Callyn, and Cassidee Bond; as well as her beloved daughter Harmony Starr Guitreau her husband Officer Michael Guitreau, daughters: Kaleigh, Braleigh her only grandson Ryland Foster and his new baby sister Adalee Guitreau.  She also cherishes her two-year-old Frenchie, Sir Romeo Bond. While she originally desired to be a voice music teacher, Angela reflects that over the years her musical heart has been fulfilled in her role as being the “voice” for her patients, families, and organizations while driving ever-changing healthcare melodies. She truly believes God ordained her path as a Nurse long before she understood it and that every step of her life to include her clinical and business calling has been nothing less than the grace and divine intervention of our Lord Jesus Christ.
